Describe the rationale for the proposed program change(s):

The proposed change would affect those students with a current teaching certificate who are pursuing the M.Ed. only (“traditional” students). The change would not include students pursuing an initial teaching certificate along with the M.Ed. through the Master’s Plus Certification Program (MPCP).

 

We propose to permit traditional students to take one of three existing methods courses that best aligns with their specialty area (EDUC 679 elementary, EDUC 674 secondary, EDUC 625 severe disabilities) and apply that course toward the core degree requirements. At present, all students must take EDUC 679 as part of their core requirements, and those in the secondary and severe specialty areas must then take their specialty methods course as an elective. In the past, when most of the traditional students worked in elementary special education, the core requirement of EDUC 679 worked well. However, growing numbers of students have expressed interest in severe disabilities or secondary special education, and EDUC 679 is designed only to address advanced curriculum and methods appropriate for elementary children with high incidence disabilities. Traditional M.Ed. students would continue to have the option to take additional methods, courses as part of their electives, but would not be required to take the elementary methods course as part of the core. Traditional students who select the Special Education Technology specialty area would also select the methods course that best aligned with their program goals. We would continue to require MPCP students to take EDUC 679 and the other methods courses required for their specialty to ensure they have appropriate background for the Delaware K-12 special education certificate per our state-approved program and NCATE requirements.
